Steve The Cat is Pepper Ann Pearson's pet cat. He was added to the family shortly after Moose was born, as a way to help young Pepper Ann deal with her jealousy over her new sister.
While he's often seen in passing or in the background, the episode "Cat Scan" focuses on Steve The Cat and Pepper Ann's relationship with him. After getting frustrated at his destructive behavior and the fact that she has to get his license renewed, rather than meet Milo Kamalani at the arcade, Pepper Ann wishes she never had a cat.
By coincidence, Steve The Cat wanders away from home shortly after that, gets discovered by Channel 96, and becomes the beloved Lotto Cat for a brief time, before getting kicked to the curb again after accidentally destroying the studio. The entire time, Pepper Ann searches for him, wracked with guilt over her wish. And so, when Steve The Cat wanders back home again, Pepper Ann is overjoyed and welcomes him back with open arms!
Later on, in the episode "The Great Beyond," Pepper Ann learns, on a routine trip to the veterinarian, that Steve The Cat has acute feline pancreatitis. He becomes gravely ill and Pepper Ann is forced to consider the possibility of his death. This drives her into an existential crisis and a search for answers to the big questions of life, death, and the afterlife. With some help from Craig Bean, she finally comes to the grips with the possibility that she may lose her cat, just in time for him to make a full recovery!
As seen on his license, his actual name is indeed "Steve The Cat."
