Sanford I. Paper, known by friends as simply Sani, is the owner of the Sani-Paper Seatcover Company and a minor character in Pepper Ann. His first and only appearance occurs in "Sani-Paper".

While on a class trip to the Sani-Paper facility, Pepper Ann is initially excited by the company's claims of being environmentally friendly and good corporate citizens. As their tour continues, however, she sees numerous events that make her think the claims are all lies: giant tanks labeled "Poison" being tansferred around the factory; an entire Redwood tree being used to make one toilet seat cover; forced child labor!

Pepper Ann and Milo break off from their clas (although Milo's really only looking for a drink for his parched throat!) to investigate further. When their disappearance is noticed, they end up being chased throughout the factory by both Sani-Paper's security team and Principal Hickey and the class. They finally end up bursting into Sanford I. Paper's office, where Pepper Ann confronts him with his company's injustices!

After which, Mr. Paper explains that everything Pepper Ann saw was simply more evidence of the company's virtues. The poison was a byproduct of Sani-Paper's competitor, which Mr. Paper purchases in order to dispose of safely. While a seat cover does take an entire Redwood to manufacture, the rest of the tree is made into a myriad of other products, like bunk beds for orphanages and picnic tables for the homeless! And the child labor was actually a free day care center that Pepper Ann misinterpreted.

Mr. Paper commends Pepper Ann on her questioning of authority and invites her to join The Danger Rangers, his "elite corps of environmental watchdogs." After the class departs, Mr. Paper talks to his head of security about the kids being the future, and how he hopes he got through to them, confirming for the audience that he was genuine all along.

Although Mr. Paper did not appear, in the episode "Uniform, Uniformity," an "experimental grant" from the Sani-Paper Corporation funded the school uniforms that were briefly introduced at Hazelnut Middle School. And, in the episode "P.A.'s Pop Fly," we learn that the local stadium is Sani-Paper Park.
