Owen Clapper is the music teacher at Hazelnut Middle School and a minor character in Pepper Ann.
We don't know a lot about him, but he gives music lessons, plays the piano and conducts the band.
He also wrote the music for the school musical "Detention" in "You Oughta Be in Musicals!", which led to a disagreement with Ms. Stark.
