Cissy Rooney is a student at Hazelnut Middle School who is in the same grade/classes as Pepper Ann, Nicky Little and Milo Kamalani. She is the popular airhead type of the school. She is also Trinket St. Blair's best friend.
In "Romeo and Juliet", Cissy manages to get the role of Juliet in the school's production of the famous Shakespearian play, despite only knowing of the existence of the film. Unfortunately, she is unable to keep the part as she loses a contact lens and can't read the teleprompter.
