I have a theory, that this series started as a clone of "The Simpsons"; or at least it drew heavy inspiration for its characterisation.
Think about it:
Pepper Ann is Homer: Cute, free-spirited, and very imaginative (sometimes to a fault); but also lazy, callous and reckless. Their antiques tend to get them in trouble often, and they must learn a lesson by the end of it (which may or may not stick).
She also has a tendency to argue with her own conscience, in the form of the reflection in the mirror; just like Homer argues with his brain.
Lydia is like a Feminist Marge with a job: A loving (also to an embarrassing fault), hard-working mother with a bulky hairstyle. She's the moral high ground of the house, yet she can hold a grudge against you for the pettiest of reasons.
Nicky is Lisa: The voice of reason to the main character. She's a blonde, straight-A student who plays a musical instrument and practices vegetarianism.
Moose is like Bart without the mischievousness: A sk8er boi who enjoys X-treme games like skateboarding, wrestling and daredevil stunts.
Crash is like Milhouse: A friend of the aforementioned, who nobody (let alone our main character) respects because he's a wimp with weird allergies. Although Milhouse is at least lucky people remember his name.
Dieter is Üter, for obvious reasons.
Tessa and Vanessa are Sherri and Terri: Gossipy twins who address other people in a pattern: Sherri and Terri speak in unison, while Tessa and Vanessa finish each other's sentences.
And this is just a fistful of the characters I can think of.
